The continent's response reveals a counterintuitive truth now reshaping energy infrastructure across the EU. Electricity flowing across borders, particularly through high-voltage direct current (HVDC) transmission lines, now represents essential security infrastructure rather than a liability.
European nations initially pursued energy independence as a shield against Russian leverage. Policymakers sought domestic generation and storage. But this framing missed the real problem. Europe's mistake was not trading energy with neighbors. The mistake was concentrating gas imports from one authoritarian state while neglecting transmission infrastructure that could distribute power from multiple sources.
