Lexington-Fayette County Council will vote Thursday on a zoning amendment that permits large-scale solar installations across no more than one percent of Fayette County land, including agricultural zones. The proposed ordinance mandates that all solar projects meet agrivoltaic standards, a practice that allows farmland to remain productive during solar generation.
The amendment directly addresses Kentucky's renewable energy deficit. The state currently generates less than one percent of its electricity from solar sources, relying heavily on coal and natural gas. Lexington ranks among Kentucky's largest population centers, making it a strategic location for solar expansion. The city has set a goal to reach 100 percent clean electricity by 2050, according to its stated climate commitments.
Agrivoltaic systems function by elevating solar panels on structures that permit grazing livestock and crop cultivation beneath them. This dual-use model preserves agricultural productivity while generating renewable power. Studies from multiple agricultural universities demonstrate that agrivoltaic installations produce comparable crop yields to traditional farming while adding 3 to 8 megawatts of capacity per 1,000 acres, depending on panel configuration and crop type.
The restriction to one percent of county land represents a compromise between renewable energy advocates and landowners concerned about farmland conversion. Fayette County encompasses roughly 280,000 acres, meaning the amendment theoretically permits solar development on approximately 2,800 acres maximum. This represents a negligible fraction of the county's total agricultural land while creating meaningful renewable capacity.
Local utilities project that large-scale solar farms could reduce electricity costs for residential customers by approximately 15 to 25 percent over a 25-year operational period, according to preliminary grid analysis. The reduction stems from solar's near-zero fuel costs once infrastructure is installed. Kentucky's current average residential electric rate ranks 8 percent above the national median, making cost reduction a tangible incentive for Lexington residents.
The amendment also establishes decommissioning requirements, mandating that solar operators remove infrastructure and restore land to agricultural use within five years of project termination. Insurance bonding ensures financial accountability throughout the installation's operational lifespan.
Environmental groups including the Sierra Club's Kentucky Chapter support the amendment as essential infrastructure for meeting state and municipal decarbonization targets. The state's 2024 energy roadmap, released by the Kentucky Public Service Commission, identified utility-scale solar as the fastest pathway to reducing carbon emissions from the electricity sector.
Opposition centers on concerns that solar development could fragment land parcels and reduce agricultural land value. County farm bureaus have requested modifications to the ordinance, including higher setback requirements from residential neighborhoods and expanded notice provisions for neighboring property owners.
The amendment requires a supermajority vote for passage. Council members representing rural districts have indicated they need assurance that agrivoltaic conditions will be strictly enforced before committing support.
Implementation could begin within 60 days of passage if approved. The Kentucky Department for Environmental Protection and the Lexington-Fayette Metropolitan Planning Commission will oversee compliance monitoring.
