London's ultra-low emission zone (Ulez) produced measurable improvements in children's lung development, according to a new study of schoolchildren examined before and after the policy took effect.

Researchers documented that children's lung capacity expanded and respiratory function strengthened following the restrictions on the most polluting vehicles. The findings provide direct evidence that air quality interventions reverse physiological damage from long-term pollution exposure during critical development periods.

The study tracked London schoolchildren through pulmonary function testing, measuring both lung size and capacity before and after Ulez implementation. Children previously exposed to elevated pollution levels from diesel and petrol vehicles showed stunted lung growth. After the emission zone restricted older, high-polluting vehicles from central London, the same cohort demonstrated restored lung development comparable to baseline healthy standards.

Ulez expanded across greater London in August 2023, after launching in central zones in 2019. The policy prohibits vehicles that fail to meet Euro 6 emissions standards (diesel) or Euro 4 standards (petrol) from operating within designated areas. The restrictions cut roadside nitrogen dioxide concentrations by approximately 25 percent in initial implementation phases.

This research documents the first direct pulmonary health benefits observed in children after Ulez expansion. Previous studies established correlations between air pollution exposure and reduced lung function development, but this work demonstrates actual physiological recovery following emission reductions.

The findings carry significance for ongoing debates over emissions policies. Public health agencies have long established that childhood air pollution exposure associates with permanent lung capacity reductions, increased asthma prevalence, and diminished respiratory health across the lifespan. The London data now shows this process partially reverses when pollution sources disappear.

The study adds to accumulating evidence from other major cities implementing low-emission zones. Similar policies in Paris, Berlin, and Madrid have produced documented air quality improvements, though direct health outcome studies remain limited.
