# Wave of Preventable Silicosis Deaths Accelerates as Industry Rolls Back Workplace Protections

Silicosis, a disease public health officials have known how to prevent for decades, is killing workers at younger ages than ever before. The disease, caused by inhaling crystalline silica dust, now strikes coal miners in their 40s instead of their 60s and 70s. Countertop fabricators, stonemasons, and other workers face the same threat as regulatory protections weaken under industry pressure and Trump administration rollbacks.

John Robinson exemplifies this troubling trend. The southwest Virginia coal miner received his silicosis diagnosis at 47, far earlier than his grandfather's generation typically developed black lung disease. Robinson's case reflects what occupational health researchers observe across multiple industries: silicosis cases are clustering in younger workers, and death rates are climbing.

Silicosis develops when workers inhale crystalline silica particles over months or years. The dust scars lung tissue, progressively destroying respiratory function. No cure exists. The disease remains irreversible once diagnosed, and many patients progress to end-stage lung failure requiring transplants or resulting in death.

The prevention strategy is straightforward. Engineering controls work. Wet cutting methods for stone and concrete eliminate airborne dust. Enclosed machinery captures silica particles at the source. Respiratory protection equipment, when properly fitted and maintained, stops particles from entering lungs. Ventilation systems remove dust from worksites. These technologies have existed for years. They are proven. They are deployable.

Yet workers continue dying because protections are disappearing.

The Trump administration has targeted silica dust regulations. The Occupational Safety and Health Administration (OSHA) established permissible exposure limits (PELs) for crystalline silica in 2016 after decades of scientific evidence demonstrated that existing limits failed to protect workers. The 2016 rule reduced acceptable exposure levels from 250 micrograms per cubic meter to 50 micrograms per cubic meter for general industry workers. For construction workers, limits dropped to 25 micrograms per cubic meter.

These rules represented the first major update to silica standards in nearly 50 years.

Industry groups, particularly coal mining associations and stone fabrication companies, have fought enforcement aggressively. Mining operators argue compliance costs burden small operations. Fabrication shops claim ventilation equipment expenses threaten profitability. Trade associations lobby regulators to delay or weaken the standards.

Workers in Latino communities face disproportionate risk. Countertop fabrication shops, concentrated in major metropolitan areas, often employ immigrant workers with limited knowledge of hazard rights or English-language safety training. Many lack access to union representation or occupational health services. When symptoms emerge, language barriers and fear of immigration status often prevent workers from seeking diagnosis or filing complaints.

OSHA enforcement remains inconsistent. Inspections occur irregularly. Penalties for violations rarely exceed thousands of dollars, amounts easily absorbed by larger companies as operational costs. Small employers sometimes operate without any OSHA oversight.

The coal mining industry, economically and politically powerful in Appalachian states, has historically resisted regulation. Recent administrations sympathetic to coal interests have deprioritized mining enforcement. This regulatory weakness occurs despite federal black lung disease data showing dramatic increases in severe cases among younger miners since 2010.

Prevention requires consistent enforcement of existing standards, investment in engineering controls, and worker education. These interventions carry costs. But allowing preventable deaths saves nothing. Workers diagnosed with silicosis face lifelong medical expenses, disability, and early death. Their families lose income and stability.

The knowledge exists. The technology exists. The regulations exist. What remains absent is the political will to enforce protections workers need to survive their jobs.
