# Companies Consume Billions of Litres from England's Public Water Supply While Households Face Bans
Less than 1 percent of English businesses consume water equivalent to the daily needs of 10 million people, even as millions of households confront hosepipe bans and three-quarters of the country experiences drought conditions, an investigation reveals.
Businesses across England draw 2.6 billion litres daily from the public water supply, comprising both potable and non-potable water provided by regional water companies. This commercial consumption represents approximately 30 percent of total public supply use, according to Mosl, the organisation operating England's business water market. Two-thirds of business water consumption occurs in water-stressed areas where restrictions hit domestic users hardest.
The disparity exposes a regulatory gap. Many companies face no requirement to report their water consumption levels, let alone reduce usage during drought emergencies. Households, by contrast, endure strict restrictions including hosepipe bans that prohibit garden watering, car washing, and pool filling. The asymmetry intensifies as climate change increases drought frequency across southern and eastern England.
Water-intensive sectors including manufacturing, hospitality, data centres, and agriculture account for the largest volumes. Some individual companies consume more water daily than entire communities of thousands of residents. Yet transparency remains limited. Companies using water below certain thresholds escape mandatory reporting obligations to regulators or the public, creating what environmental groups call a "black hole" in consumption data.
Ofwat, England's water regulator, has acknowledged the problem but limited enforcement powers over business consumption. Water companies themselves face pressure to balance revenue from industrial customers against conservation mandates during droughts. A spokesperson for one major water company noted that business customers receive contractual agreements but operate outside standard domestic restrictions.
Environmental groups argue this system prioritises profit over public welfare during climate emergencies. The Environmental Defence Fund and Water UK have called for mandatory reporting across all business users consuming above minimal thresholds. Current regulations exempt small and medium enterprises from disclosure requirements entirely.
The timing proves critical. England's Environment Agency warns that water availability will decline 20 percent by 2040 under current climate projections. Southern Water, Thames Water, and Severn Trent have implemented consecutive drought declarations across their regions. Yet business water consumption has grown 25 percent since 2015, while domestic use declined slightly.
Some companies have voluntarily reduced consumption. Microsoft's data centre projects in England include rainwater harvesting systems. Unilever pledged to cut water use 50 percent by 2030. Voluntary measures, however, remain insufficient when regulatory frameworks allow concealment during crises.
Mosl data shows regional variation in business water stress. London and the South East face the highest concentration of large water users amid the most severe supply constraints. Agricultural operations, particularly in East Anglia, consume vast quantities during growing seasons coinciding with peak drought risk.
Reform proposals include mandatory metering for all commercial users, public disclosure of consumption above defined thresholds, and emergency reduction targets matching domestic restrictions. The UK government's Environment Bill includes provisions for Ofwat to implement such measures, though implementation timelines remain unclear.
England's water crisis reflects the collision between climate reality and outdated regulatory structures. Household residents accept restrictions on discretionary water use while industrial consumers operate largely unmonitored. Closing this accountability gap requires immediate regulatory action before drought conditions intensify further.
