The state remains uncertain whether its outreach efforts reach the correct addresses or whether operators are simply ignoring communications.
Data centers consume enormous quantities of water for cooling computing equipment. A single large facility can use millions of gallons daily. Texas has become a magnet for data center development due to its deregulated power grid, low operational costs, and existing tech infrastructure. Major companies including Apple, Google, and Meta have announced or expanded facilities in the state. This rapid growth has occurred largely without baseline data on aggregate water consumption.
The state's inability to track data center water use carries serious consequences. Texas faces recurring drought conditions and competing demands for water from agriculture, municipalities, and industry. The Colorado River Compact and Rio Grande Compact obligations further constrain available supplies. Without knowing total data center water consumption, the Texas Water Development Board cannot accurately model future water availability or incorporate this sector into statewide water planning.
The regulatory gap reflects broader challenges in state oversight. Data centers sometimes locate in rural areas with minimal local government capacity. Some facilities operate in groundwater management districts with varying rules and reporting standards. Others sit in areas with no active groundwater regulation. This fragmented landscape allows operators to proceed without consistent state-level scrutiny.
Lawmakers questioned regulators about efforts to create a registry. Officials acknowledged the need but offered no timeline for implementation.
