Texas has emerged as a national hub for data center expansion, attracted by cheap electricity and minimal regulatory oversight. These facilities consume vast quantities of water for cooling servers, a demand amplified by artificial intelligence workloads driving construction across the state. Power plants that supply electricity to these data centers consume additional water, compounding pressure on aquifers and surface supplies already strained by drought, agriculture, and population growth.
The Sierra Club's intervention addresses a transparency gap. Texas currently lacks comprehensive state-level mandates requiring data centers to publicly disclose water consumption. This absence leaves regulators and water planners operating without crucial baseline data needed to assess depletion rates and plan long-term resource allocation. State officials cannot manage what they cannot measure.
Data centers typically rely on recirculating cooling systems that lose water to evaporation. The exact volumes withdrawn and consumed in Texas remain largely undocumented, scattered across municipal water districts and industrial permits. Large facilities can consume millions of gallons daily. A single hyperscale data center in a water-stressed region risks depleting local aquifers within decades.
Fossil fuel power plants intensify the problem. Coal and natural gas plants use water-intensive cooling methods. Texas relies heavily on fossil generation despite rapid renewable energy growth. A 500-megawatt coal plant operating in a dry climate can withdraw more than 20 million gallons daily for cooling. When data centers draw power from aging coal facilities rather than wind or solar, they become indirectly responsible for that water demand.
The Sierra Club's request targets both reporting requirements and coordinated planning. Mandatory disclosure would create accountability and allow water agencies to model future demand under various growth scenarios. Coordinated planning would enable state officials to evaluate whether Texas can sustain simultaneous expansion of data centers, power generation, and agricultural water needs amid climate-driven aridity.
Texas water law historically prioritized agricultural use and property rights over cross-sector planning. The state's regulatory framework fragmented responsibility among local districts, making state-level oversight difficult. AI data center booms have outpaced this antiquated system, creating a regulatory vacuum.
The hearing occurred as Texas faced mounting evidence of water system stress. The state's major aquifers, including the Ogallala in the Panhandle, have declined measurably over recent decades. Lake Mead and Lake Powell, which supply drinking water and agricultural irrigation across the Southwest, have fallen to historic lows. Climate models project hotter, drier conditions across Texas through 2050.
Data center operators have pledged water efficiency investments, including direct air cooling and wastewater recycling. But voluntary measures lack enforcement mechanisms. Mandatory reporting establishes baseline accountability while allowing regulators to distinguish genuine progress from public relations.
The Sierra Club's testimony reflected broader environmental concern about unplanned infrastructure expansion in water-constrained regions. Without reporting mandates and strategic planning, Texas risks enabling data center proliferation that depletes shared water resources while obscuring the costs to existing agricultural, municipal, and ecological water users.
