# Climate 'Overshoot' Is Coming—Are We Ready?
The world will overshoot the Paris Agreement's 1.5-degree Celsius warming threshold within years, according to a Wednesday report from the United Nations Environment Programme. The agency released "Limiting Overshoot," a comprehensive assessment concluding that current fossil fuel emissions trajectories guarantee temporary exceedance of this critical temperature ceiling before the century ends.
The distinction matters. Overshoot differs from permanent breach. The UNEP report models scenarios where global temperatures spike above 1.5 degrees Celsius in the near term, then decline again through aggressive emissions cuts and carbon removal technologies in later decades. This temporary crossing represents a new climate phase that policymakers worldwide now treat as inevitable rather than avoidable.
Scientists have grown increasingly blunt about the math. With atmospheric CO2 concentrations already at 419 parts per million in 2024 and rising annually, the thermal inertia of the climate system guarantees continued warming even if emissions stopped tomorrow. Oceans absorb heat slowly and release it over decades. Melting ice sheets and thawing permafrost trigger feedback loops that accelerate warming independent of new emissions.
The Paris Agreement, adopted in 2015, set 1.5 degrees Celsius as the aspirational limit to avoid the worst climate impacts. Scientific literature has since clarified the stakes. Warming beyond 1.5 degrees unlocks cascade risks: coral reefs face near-total collapse, permafrost methane releases accelerate, agricultural zones shift, water stress intensifies across multiple continents, and sea level rise accelerates beyond currently modeled rates.
The UNEP findings shift the policy conversation. Instead of asking whether 1.5 degrees remains achievable, governments now ask how long overshoot persists and how deep temperature spikes before decline. A decade of overshoot carries different consequences than a century-long exceedance. Every tenth of a degree above 1.5 degrees increases climate hazards nonlinearly.
This reframing demands faster decarbonization now. To minimize overshoot duration and magnitude, emissions must drop steeply through the 2030s. The International Energy Agency estimates global emissions must fall 45 percent below 2010 levels by 2030 to keep peak warming near 1.5 degrees. Current policies track toward roughly 2.5 to 2.7 degrees of warming by 2100, leaving decades of dangerous overshoot.
Carbon removal technology becomes a policy necessity rather than a supplementary tool under overshoot scenarios. Direct air capture, enhanced weathering, and bioenergy with carbon capture and storage enter cost-benefit calculations for bringing temperatures back down after overshoot peaks. The UNEP report notes that annual carbon removal rates must scale from current millions of tons to gigatons per year by midcentury if temperature decline after overshoot occurs on acceptable timescales.
National commitments now face reality testing. Countries that pledged net-zero emissions by 2050 effectively endorsed overshoot acceptance without explicitly stating so. The gap between stated climate goals and current policy tracks creates credibility deficits in international climate negotiations.
The UNEP report functions as a diagnostic turning point. Overshoot is no longer theoretical. Governments preparing adaptation infrastructure, agricultural systems, and disaster response must plan for peak warming significantly higher than the Paris threshold they ratified. The climate change already locked into the atmosphere has made temporary overshoot a near-certainty. The question remaining is whether humanity responds to minimize duration and depth.
