The conflict centers on a structural problem. CUTRIC operates with dual mandates that create inherent bias. The organization simultaneously promotes hydrogen fuel cell commercialization while advising transit authorities on which bus technologies to fund. This arrangement violates the basic principle that advisors recommending major capital expenditures should have no financial stake in the outcomes they recommend.
CUTRIC has maintained sustained enthusiasm for hydrogen buses despite mounting evidence favoring battery electric vehicles for most transit applications. This pattern suggests the organization's recommendations reflect technology promotion goals rather than objective analysis of total cost of ownership, infrastructure requirements, operational efficiency, and emissions reductions across competing technologies.
