# Rooftop Solar Installers Face Mounting Headwinds From Tariffs and Policy Reversals
The U.S. rooftop solar industry confronts a deteriorating landscape after federal policy shifts have constrained installation growth and reversed years of declining costs. Tariffs imposed on imported photovoltaic panels and components have stalled the price reductions that drove residential solar adoption to record levels in recent years. Simultaneously, the phase-out of the residential Investment Tax Credit (ITC), the primary federal incentive for homeowners installing rooftop systems, removes the financial engine that helped bring solar within reach for millions of Americans.
The tariff regime adds direct cost pressures to installers already working within compressed margins. Solar module prices, which fell roughly 90 percent between 2010 and 2020 as manufacturing scaled globally, have stabilized or risen. Importers now absorb duties on panels manufactured in Vietnam, Thailand, Malaysia, and Cambodia. These levies ripple through supply chains. Mounting hardware, wiring, and inverters face similar border taxes. For homeowners, a system that cost $12,000 to $15,000 after rebates two years ago now exceeds $18,000 in many markets. The economics shift. Monthly savings shrink. Payback periods lengthen.
The residential ITC previously covered 30 percent of installation costs with no cap. That credit reduced a typical $20,000 system to $14,000 before state incentives. Phasing it out removes approximately $6,000 from the average residential project. State-level alternatives exist in some jurisdictions, including California, Massachusetts, and New York, but federal withdrawal creates a patchwork where affordability depends on geography.
Installation companies report slower order pipelines. Distributed solar providers, installers relying on residential rooftop work, face reduced demand as homeowners delay or cancel projects. The residential solar sector employed roughly 245,000 workers in 2023, according to the Solar Energy Industries Association. Contracting margins and reduced deployment threaten employment in markets with concentrated residential focus.
Utility-scale solar continues expanding. Commercial and large-scale projects remain economically attractive despite tariffs, partly because they qualify for different tax structures and operate at lower cost per megawatt. Rooftop solar, however, serves a different market. It decentralizes generation, reduces transmission losses, and builds household energy independence. The residential sector generates about 5 percent of all U.S. solar capacity but represents aspirational adoption among consumers seeking energy autonomy.
Energy analysts expect the residential sector will contract year-over-year unless policy shifts. Some installers explore battery storage bundling to improve customer value propositions. Others focus on replacement and maintenance contracts for existing systems. Lobbying efforts by solar manufacturers and installers' associations target Congress, advocating for ITC reinstatement and tariff modifications.
The tariff and tax credit reversals interrupt a decadal trend. Solar capacity installations rose 25 percent in 2022 and 2023 combined. That trajectory faces reversal. Without policy recalibration, rooftop solar adoption may slow meaningfully in 2025 and beyond, potentially delaying emissions reductions from distributed generation and limiting consumer access to renewable energy systems.
