The assessment examines progress toward the Kunming-Montreal Global Biodiversity Framework, adopted in December 2022 as the primary international agreement to combat biodiversity collapse. The framework sets specific targets across ecosystem restoration, pollution reduction, invasive species control, and protected area expansion.

Current trajectories show widespread failure across nearly every metric. Only one target appears on track for achievement. Governments committed to protecting 30 percent of land and ocean by 2030, establishing legal protections for 75 percent of known species, and cutting pollution from pesticides and excess nutrients in half. Instead, protected area coverage remains inadequate, species extinction rates accelerate, and agricultural chemical use continues rising.

The report emphasizes that reversing nature loss requires immediate policy shifts. Countries must enforce existing environmental laws more stringently, redirect agricultural subsidies away from industrial farming practices, and fund conservation at vastly higher levels. Current spending falls far short of estimated needs, which range from hundreds of billions to trillions of dollars annually.

The UN biodiversity program notes that deforestation, wetland destruction, and coastal habitat loss persist as primary drivers of extinction. These habitat losses stem directly from agriculture expansion, urban development, and extractive industries. Simultaneously, plastic pollution, chemical runoff, and climate change compound ecosystem stress.

The framework's architects built in flexibility for mid-course assessment. This draft report serves as an early warning that incremental changes will not suffice. Countries must strengthen domestic environmental enforcement, reform trade agreements that externalize environmental costs, and integrate biodiversity protection into economic policy.
