The consensus among environmental advocates is clear: we need to stop companies from dumping toxic metals, ban dangerous chemicals, and hold polluters accountable. On all counts, they're right. But their rightness has become a comfortable rallying point that obscures a harder question: what pollution problem are we collectively ignoring because we're too busy winning arguments we've already mostly won?

Consider the evidence. Across wealthy nations, air quality has improved markedly over decades. We've banned or restricted the worst offenders: CFCs, lead in gasoline, asbestos. We have regulations, lawsuits, and international agreements. Environmental groups successfully challenge coal ash discharge and push out herbicides. These are real victories. The machinery of pollution control, though imperfect, exists and functions.

Yet this narrative of incremental progress obscures what might be the more consequential story: the shift in where pollution happens and who bears its cost.

Cross-border pollution has become the uncomfortable cousin nobody wants to discuss at dinner. When one country's manufacturing standards are stricter than another's, production doesn't disappear. It moves. The same chemical banned in seventy countries doesn't vanish from the global supply chain; it finds markets with looser rules. Toxic metals from wealthy nations' waste streams don't stop existing; they're exported to countries with fewer resources to manage them safely. A UN expert's recent observation about Mexico being used as a "garbage sink" by the US is not exceptional. It's structural.

This isn't new, but our response to it remains frozen in an older framework: national regulation and corporate accountability within wealthy economies. We've built impressive legal architecture for our own backyards. We've largely succeeded in making pollution someone else's problem.

The harder question this trend breaks is whether environmental justice can function when the primary mechanism for addressing pollution is geographic displacement rather than elimination. If we reduce harmful discharge in California and increase it in Honduras, have we solved pollution or just solved our perception of it?

There's another displacement happening too, less discussed but equally significant: temporal. We've become efficient at managing visible, acute pollution crises. We regulate smokestacks and waterway dumps. But we're far less equipped to address slow-moving, diffuse contamination that accumulates across decades. Microplastics in drinking water. Per- and polyfluoroalkyl substances (PFAS) in groundwater. Long-lived pollutants that don't announce themselves until damage is widespread and remediation is exponentially harder.

These problems don't fit neatly into the lawsuit-and-regulation model that worked for asbestos or leaded gasoline. They require prevention upstream, decades before harm becomes measurable. They demand not victory after battle, but constant vigilance against industries that haven't yet harmed anyone detectably.

The consensus approach handles discrete villains well: an identifiable company dumping a measurable toxic substance. Courts can order shutdowns. Regulators can set limits. Activists can demand accountability. We know how to win that fight.

We're far less equipped for distributed problems created by thousands of products used by millions of people, where harm emerges slowly and causation is statistically demonstrated rather than forensically obvious. There's no satisfying defendant for PFAS contamination of aquifers. No single company to sue when microplastics appear in human blood.

So here's what troubles me: we're channeling enormous legitimate concern into battles we know how to fight, in forms we know how to protest, against enemies we can identify. Meanwhile, the pollution problems that may ultimately matter more are invisible in plain sight, distributed across supply chains and time scales that our current regulatory framework barely acknowledges.

The real test of our commitment to pollution control won't be whether we stop one more chemical or regulate one more industry. It will be whether we can mobilize the same urgency and creativity toward problems we can't yet fully see or measure.

That's the harder work ahead.
