There's a familiar playbook unfolding in ocean policy circles, and it deserves scrutiny. The latest iteration involves ocean alkalinity enhancement, seabed mining expansion, and various technological interventions sold as necessary responses to climate change and resource scarcity. Each proposal arrives wrapped in the language of inevitability: this is happening, the argument goes, so we might as well manage it responsibly. That framing is doing more harm than good.
The problem isn't that these technologies are necessarily bad. It's that we're being asked to accept them as foregone conclusions before we've seriously interrogated the alternatives or the actual costs of deployment at scale.
Consider the pattern. A technology emerges. Industry and some researchers highlight its potential benefits. The conversation quickly shifts from "should we do this?" to "how do we do this responsibly?" Once that rhetorical move succeeds, opponents appear not as people asking legitimate questions but as obstacles to progress. The window for genuine debate narrows. Skeptics are rebranded as skeptics of solutions rather than skeptics of particular approaches.
Ocean alkalinity enhancement illustrates this dynamic perfectly. The concept has genuine scientific merit. Adding alkaline minerals to seawater could theoretically help absorb atmospheric carbon while buffering against acidification. But the conversation has already moved past the hard questions. How much would we need to deploy? What would be the ecological cascades? Who decides where and how? What happens when multiple interventions happen simultaneously in the same ocean system? These aren't minor details to be worked out during implementation. They're foundational questions that should precede any deployment.
The same holds for seabed mining. We're told it's inevitable because demand for minerals is real and growing. Battery technology demands cobalt and nickel. Renewable energy infrastructure demands rare earth elements. These are genuine pressures. But framing mining as inevitable lets us skip past the actual choice we're making: between accepting higher battery costs, designing for longer device lifespans, investing more heavily in circular economy approaches, and accepting the ecosystem risks of deep-sea mining. Those aren't equivalent options with equivalent tradeoffs. Yet the "inevitability" framing treats them as such.
When French Polynesia objected to seabed mining plans developed without its input, that wasn't nimbyism or obstruction. It was a legitimate assertion that communities bearing the risks should have meaningful voice in the decision. The inevitability narrative short-circuits that kind of accountability.
What troubles me most is how this framing absolves us of harder political work. It's easier to say "ocean alkalinity enhancement is inevitable, let's regulate it well" than to ask why we're still structuring our energy and material systems around endless growth. It's easier to say "seabed mining will happen anyway" than to seriously invest in recycling infrastructure or demand manufacturers design for longevity.
I'm not arguing these technologies should never be pursued. But I am arguing they should be pursued through genuine deliberation, not through rhetorical inevitability. That means asking hard questions first, not second. It means centering the voices of ocean-dependent communities and workers whose livelihoods depend on ocean health. It means treating deployment decisions as genuine choices with real tradeoffs, not as inevitable adjustments to an unchangeable future.
The ocean is resilient but not infinitely so. We owe it more careful thought than the language of inevitability allows.
