China's coal power generation increased in early 2026, undermining optimism that the country has begun a lasting transition away from fossil fuels. The National Energy Administration reported that 2025 showed a decline in power-sector emissions alongside record renewable energy capacity additions, but the rebound in coal output suggests that progress may stall.

China added record amounts of wind and solar capacity in 2025, bolstering its renewable energy infrastructure. These gains appeared significant enough to reduce overall emissions from electricity production last year. However, coal plants reactivated in the first quarter of 2026, signaling that renewable energy growth alone has not displaced coal's role in meeting China's energy demand.

The pattern reflects a structural challenge in China's energy system. Renewable capacity increases do not automatically retire coal infrastructure. Instead, coal plants operate as backup generation during periods of lower wind and solar output. As China's economy expands and electricity demand grows, both renewable and coal generation expand simultaneously.

China operates roughly 1,100 gigawatts of coal capacity, the largest coal fleet globally. Each year, operators add new coal plants while maintaining existing ones. Between 2020 and 2025, China approved coal projects totaling over 300 gigawatts, enough to power multiple large nations.

The uptick in coal generation in early 2026 occurred despite renewable sources becoming cheaper than coal in most markets. Dispatching rules that prioritize coal plants, legacy infrastructure investments, and regional energy security concerns keep coal central to China's grid operations.

China's 2025 renewable records included 200 gigawatts of new solar capacity and 75 gigawatts of new wind capacity, according to preliminary reports. These figures exceeded previous annual additions. Yet energy analysts note that achieving meaningful decarbonization requires retiring coal plants, not simply adding renewables alongside them.

Policy signals remain mixed.
